Understand everything under general video settings is mostly CPU based and everything under AA&PP is GPU based.
So the 980ti is a beast of a card so I say max out everything under AA&PP your card can handle it and if you get low frames nothing in there is going to make a difference.
However you probably want to keep everything from bloom down to sharpen filer at 100. But have a play around and see what you like. Understand it doesn't matter too much as your GPU can handle it.
As for general settings the biggest killer of frames is the Visibility.
ArmA Renders everything within that zone weither you can see it or not that is why it is so intense on your machine.
Overall setting of between 2500 and 3000 should be fine, even if you are flying jets or want to snipe.
With your overall set to 2500 - 3000 set you Objects to the higest it will now let you go which will probably be about 1750 or something around there, if it is more or less don't worry.
then set you shadows to 200 or the most it will let you.
Max everything else out as far as it will go and leave sampling at 100% dont go bigger or smaller.
Another thing that can help with frames is have you game and mod on a SSD. that helps loading and rendering textures quickly without lag.
ArmA is a game you can't really get awesome frames with all the time or really much of the time. Fortunately it is a slow based gamed focused more around tactics and teamwork than twitch shooting like say COD or Counter Strike. So you don't really NEED 60 fps to be competitive.
You will get more kills being patient and picking your shots than being first and fast.
and if i see this post from peoples with i5 and 980ti´s just getting 30-60 fps on multi ... i really think im really really fine even with "♥♥♥♥ AMD Gear"
But,maybe in the future it will be implemented like they said on sitrep 00151.

i have a i7 6700k with a 270x and never drops below 50fps on MP with max everything and view distance @3.5K and 95% of the time it's above 60fps. witch shows core performance matters the most regardless of anything like all games single core performance matters the most.
