Probably bug. But i'm not aware of this kind of bug.
Most likely, the issue will be fixed in the next Arma 3 update to be released in 2 - 3 weeks.
Your telling me when an aircraft is diving on me, doing a gun run on me, the auto reticle being 30 degrees off to the right and slightly above the guy is "how it should be"? Admittedly my experience with radar guided guns in reality is 0 but that doesnt sound right. :D
In regards to the tank having trouble moving, it seems to happen randomly. It is most likely in my experience when driving over the small rock walls, but even then it isnt guaranteed. Just wierd when it happens.
Its almost like it is wheel spinning, but I dont know if that can happen in a tracked vehicle.

As for the auto-aim of the autocannons, it could be that it's guessing where the aircraft is going, and making a bad correction to do so. Just correct for that slight miscalculation while locked-on (as it will retain the zeroing and lead) and just creep the guns over to the aircraft.
As for the apparent lock-on issues only up to your view distance, I've locked-on, fired missiles at, and killed AI up to 7.3km - albeit with the Tunguska from a mod - but I was using the force lock-on button (default T) instead of "Next Target (In Vehicle)" button (default R). My view distance is set to either 2,000m or 2,500m.
AA missiles also estimate where the aircraft is going to go, and will fly based on that guess. This will sometimes have the end result of the missile nosediving into the ground in an attempt to intercept the aircraft going towards the ground. The only way to avoid this is to keep the lock, aim as far up as you can without the lock breaking, and fire the missiles. This will force the AA missile to take an upward trajectory before heading off towards the aircraft.
I have yet to go airborne, though that glitch isnt surprising considering how the vehicles are in this game :D.
As for the bad corrections, I have a feeling that whatever wonky thing in the netcode causes vehicle wrecks to spaz out like they do is what is causing the reticle wierdness. It would be nice if there was some way to fix it.
If you want, you can spawn in the editor and try it again with the tigris. I know that I can only lock onto and see on the radar things within my visible range, but thats kind of what I am getting at, I am wondering if it is a glitch since these distances are silly short for a simulator.
I have been doing that with missile firing, but it doesnt always work. Additionally the missiles dont only plow into the ground when vehicles are maneuvering. Even against helis slowly cruising around they plow into the ground (and the cannon reticle ♥♥♥♥♥ up). Again, I am wondering if there is some wierdness. Like I could change my command/update rates or something to fix but maybe not. Dont even know how you do that in ARMA anyway...
