or you do not have the correct path to your arma 3 folder. (even though workshop content has its own folder and should go automatically.) are you sure its a workshop addon? also close arma.

In the top right you have a settings tab, there are 2 places where you can insert the path to arma 3.
usually and mine is;
C:\Program Files (x86)\Steam\steamapps\common\Arma 3
You should put the path on both mods and arma 3 path.
thats how i fixed my problem
i may have same prob try hitting the download in a3 then closing it then close steam logout out of it completly then log back into steam dont open a3 and hopefully steams downloading what you need .
Arma 3 launcher tries to download a single add-on, says 'Waiting'
Steam Client's Window opened at 'Library - Downloads' shows a single item downloaded, the size of that item is 0 bytes.
More than enough free space on SSD is available.
