Seems I was right. Just check your profile dude, and yeah you’re a cheater. SO I guess you didn't read this part.
Important:
All VAC bans are permanent - Valve has a zero-tolerance policy for cheating and will not lift VAC bans on request.
So to answer your question, yes you need to start a new Steam Account and buy Arma3 again.
NOTE: You can still get ban on your new account too, but I 'm not going to tell you how, cause I think it will be funny when you lose that copy of Arma3 also.
The easiest thing to do is just play on non Battleye servers and live with the fact you got caught dude.
Winners never cheat, and Cheaters never win !

Secure (unfakeable) global banning system that can be SteamID/account-based and hence provides the same or an even higher level of effectiveness as/than e.g. VAC bans, because (unlike with VAC) Steam-global bans are possible
