Your GPU is fine and wont really help by upgrading it.
Ram is fine.

The server I play on averages around 50-60 FPS can go as high as 80 FPS at times. Some servers are just ♥♥♥♥. They are all going to have KOS. Why would you let someone live? Even a freshspawn will have their hands on high end weapons withing 2 minutes of spawning, so if you let them live they'll just shoot you. Trying to find a server with a good community is probably your best option, everyone will kill eachother but therell be less trolling and sometimes people will let you get your gear back.
if you're in the process of updating your computer, simple answer get intel (not being a fan boy here). games overall tend to support intel better than amd. i'm using GTX970, on windows 10 (that update was interresting, took a leak, and came back to my computer and it's proudly announcing that my windows 10 is almost ready :D)
But yeah, the primary way you're ever gonna get an FPS boost is by going Intel, or, if you don't have that option, overclock your CPU. I've slightly OC'd my AMD Phenom II X4 955 Black Edition (3.2 -> 3.5GHz), and I've gotten a bit of a boost. Not a big one, mind you, but a boost nonetheless.
As for servers, I'd suggest going to PvE servers with roaming AI. You're not gonna get trolled by d!ckbag players (...most of the time), but you'll still have that air of "what if there's a squad of AI just around the next corner/in the next town/city?", especially if they're allowed to spawn with launchers or in vehicles. These servers also have AI missions in varying difficulty. Some servers cater to the more "veteran" players, and as such, have more difficult/hardcore missions than easier ones.
