A Bot will be spawned, walk down the stairs and start firing. Everytime the same. Often looks better because it can be programmed for that specific scenario.
AI has to handle a lot of different situations.
If it comes to strategic situations, (should the tank move into the city or provide overwatch), there are the limits of the AI nowadays. This has to be edited.
You can crank up the difficulty slider for the ai, but it wont make them more human like. If enough processor power is available they will simply shoot you in the face with a pistol from 1000m away. Is that what you seek?
Smart-er AI can be achieved by using "Mods". In fact ASR-AI or other AI systems are based on scripts but thats not important.
I think the AI in ArmA is pretty good. Never seen any better in games. Hell, most people place a AI group without anything, like waypoints, trigger statements or so.
They dont edit anything. Nevertheless, the AI will get into cover, throw smoke, try to flee or flank you. And that behaviour will work in city, open field, forest etc...
No, the ai is very smart. If the mission creator handle it and knows what to do.
