Report a translation problem
As long as the game is still playable, you can await a new update to see if the error gets patched.
1: Start Arma 3 'Unmodded' by clicking the little drop-down arrow on the right side of the big orange (or yellow if you're a heathen) play button in the launcher, then clicking 'Play without mods'.
If no progress, do a simple integrity cache verification through Steam. Take a look at this to do so.
Lastly, what mods do you play with if any?

Well, according to the error itself, being 'bin/config.bin/CfgWeapons/ItemInfo.scope', you can disable the mods such as 'NATO_Rus_Weapons', 'CUP Weapons ACE Comp', 'IFA3LITE' (might be the one), etc. and start up to see which gives you the error to (again) isolate where it is originating from.
Once you do isolate it, attempt to re-install the mod. If the error still exists, be sure to report the error to the mod author so they can get it fixed.
Otherwise, I'm not aware of any type of fix other than having the mod authors look at it. I use CUP every so often as well and I get no error, so it may just be a local problem you're having. Or I just may be completely 100% flat-a$$ wrong.
