If you were trying to leave a review, I'd assume you'd put it in the review part of the Arma 3 Steam Page.
Regardless, the platform Arma 3 provides is unparalleled in gaming. It allows for people to simulate conflicts on a Boots on the Ground perspective unlike games like DCS or HOI4.
Squad, Hell Let Loose, do not allow for flexible changes within the game. They are at forefront, games. Arma 3 is a platform. Anyone can go to the Workshop for 10 minutes, and make Arma 3 a completely different experience, that's the point of it.
Squad and Hell Let Loose also heavily rely on teamwork, which is rare to come across in public lobbies (I know this because I play Squad) and Arma 3's primary features isn't public gameplay.
"This game" could mean ArmA 3 exclusively; no DLC, no mods, no previous or following Bohemia games. "This game" could also mean ArmA 3 + DLC, but not CDLC or mods, and so-on.
ArmA 3 without mods or DLC sucks. ArmA 3 with all it's (official) DLC still sucks, just slightly less. ArmA 3 with mods and DLC add up to something just a little better than ArmA 2 with 3 (optional) mods; ACE, TFAR, and MCC.
ArmA 2 (unmodded, even without Arrowhead) gives you jeeps, unique factions, good maps with many distinct locations, etc.
ArmA 3 gives you 2-3 identical maps, 3-4 identical factions who just so happen to all share their vehicle turrets, static weapons, hand-held launchers, grenades, with little to no transport for non-combat use, with the Space Iranians' alien helmets, 2 evil green army factions that kill Americans, and "NATO" which is actually just the U.S. Army for some reason using Israeli and South African vehicles with support from failed 1990's prototypes.
ArmA 3 with mods is good. ArmA 3 without them is trash, and an obvious downgrade from past games. There are good systems regardless (stances, airlifting cargo, etc.), but the things you have with which to use these systems are a downgrade from past games, not an improvement.
If you don't believe me, here's an example:
Zeus didn't even have a search function until years after it was created - modders made a search after Zeus came out. Zeus is clunky to use unless you have Achilles/Zeus Enhanced, which add so many basic functions that make it so much easier (like having AI artillery that actually fire from beyond line of sight, or machinegunners that suppress the enemy).
TL;DR: OP is right. ArmA 3, even with it's DLCs, is sub-par compared to the previous game. ArmA 3 with mods is a little better than ArmA 2, but is "just a little better" really an accomplishment worthy of praise after 9 years since this game released and 13 since ArmA 2?

Mods suck. Outside of game modes I can't think back to a single mod where I felt I couldn't play without it.
Mods cater to the dress up barbie players who would rather spend more time dressing up than playing the actual game.

ArmA = ArmedAssault. Look at my artwork section, I put every logo together. It is ArmA, without a doubt. Even ArmA 3 does this.

Oh believe me, I don't like needing to mod the game to play with people. The problem with ArmA 3 is there are some basic things Bohemia flat-out didn't add. Shotguns, like ArmA 2 had? Zero. Until Contact, which came out in 2019 (game came out in 2013), but even then it's an underslung one for an assault rifle (meaning it's heavy and redundant), while the other is a full-length and sawn-off version of a double barrel.
The point I was making was that the functions of ArmA 3 are an improvement in some ways, but the content was not. All the factions (except FIA/Syndikat, which nobody use) are identical and generic. ArmA 2 (and all DLC and previous games) had multiple unique factions with unique equipment and good gameplay. You need mods if you want ArmA 3 at it's best, and that's a problem, so it's by any definition not a good game or an improvement (like sequels are meant to be).
