The service vehicles are yellow with company adverts on them and yellow top lights. There are a few dotted around the island, and yes you can steal them to take them back to your home, the only one I know the location of right now is on the road leading into the georgetown police station.
I have a car thats shot up, engine dead and a burst tyre, I have 2 tool kits, but there isnt an option on the wheel to fix, all it says is enter car, inventory or passenger seat
Not sure why you need all the other asset mods though. Unless you use something like SSPCM to get access to the Virtual Arsenal, none of those weapons will actually be available.
Mods I'm currently running: Ravage, CBA-3 (or whatever it is Ravage requires), AimFix, dual carry weapons and ambient rabbits for Tanoa.
2. Repairs work fine. You just cannot repair them to full "health" unless you get a repair vehicle or park next to a repair depot.
