I would cheat some resources alittle bit at the start if your solo like me. You can lower the difficulty as well if the ai numbers are too strong. And go after a factory immediately for resources after placing your fob. You can take radio towers, towns and factories alone if your skilled enough. I've done it but it is very challenging.
If not, go to your fob and go to the build menu through scroll wheel. You should be able to spawn AI in your own squad with one of the tabs for resources. And you can also recruit high command squads in another tab but i wouldnt do that straight away until you have some resources coming in from the factories.
I would use the ai in your squad as fodder, so you can locate the enemies by yourself. The part of the mod where you have combined forces comes alittle later when you have resources coming in from the logistics overview tab.
Liberation, sadly, doesn't have the option for the AI to command forces by itself. You have to do it all manually.. Dynamic War System has that mechanic if you want that or Whole Lotta Altis.
There should be a fob container on your carrier where you spawn and you can use the big heli to air tow it to a spot you like. OR you can go into parameters of the mission and check the option to have the fob spawned already at the start.
