So I creates a new steam account and bought another copy of Arma>
And i log in under my new name, but it still kicks me under my other account, which has a 14 d ban on it. What gives?

Looks like their banning system is working then.

It might be identifying you by your IP address which might still be the same.

Arma 3 Ban's are Permanent if caught by BattlEye Anti-Cheat
they don't give a 14 day Ban

Could be a server-specific ban, not a BE ban.

If it's a Steam 14 day ban ? He must have Pi**ed off someone in a comment and they reported him for it. But that ban will not stop you from playing Arma 3 , Just can't post anymore comments for 14 days it has nothing to do with the game itself.
