How to create a custom voice mod?

I've been looking for a couple hours now and can't find any tutorials on how to create a voice mod. What I mean by this (I'm not sure if I'm using the right terminology) is a mod that adds a new voice option in the vr arsenal for players and npcs. My goal to to take the sound files use in the Mass Effect Legendary edition and port over the Geth sounds in order to make a true Geth voice mod because hearing them speak english in battle is very immersion breaking.

I think your best option would be to depbo one of the workshop addons like Space Marine voice (identity) or RHS/CUP that adds new voices (radio) and see what makes them tick.
