The difference shouldnt be so huge, if you can do 70 in singleplayer id expect at least 30 in a full KOTH server. What are your PC specs?
this is a laptop btw. but this is really the only game iv had any trouble running. other than fallout 4
Is your lappy running in high performance power plan?
Check from control panel> Hardware and sound> Power Options
I just read your CPU has built in graphics, are you sure the game is using your 2060, not the CPU's vega graphics?
Check from nvidia control panel i think, havent used a lappy for a while so may have to google that one

Also what view/object distances have you got the settings on?
Server backend matters too. A lot of public servers are run on trash hardware which tanks frames no matter how good your performance is.
The sketchy hosts are most dominant in the Altis Life "RP" scene, where many of the short-lived servers are run by 12yo Jimmy and his mom's American Express for however long he's salty about getting banned on a big server because he didn't follow RDM rules when holding up the Taco Bell for money to buy a Lamborghini. Those guys don't know how to vet the good from the bad, or how to tell when they're renting from a professional operation or Sweaty Carlos' Basement Bargins.
Combine a crappy basement server with expensive scripting, AI, missions, and a modlist the length of my arm, and you've got yourself a real and unfortunately very common recipe for five FPS regardless of how strong your own PC is. There are exceptions to the norm, though, and identifying the good servers is key to getting good frames.
Yes, it is.
You can put 1000 soldiers on a custom map with jets and AA and tanks rolling around and get 60+fps easy. As soon as you join a KOTH map with 50 players on it, you're lucky to hit 30-45fps. The frames of the client are directly tied to how fast the server updates. That's 1990's tech.
If you join a counter-strike server that's updating 30 times per second, your client can still render at 300+fps. Because Valve (and everyone else in the industry besides these jokers) knows how to make netcode.

Client FPS is not directly effected by the servers "updaterate", but the scripts and poor hardware that is being run on it/with hence the poor performance on the poorly made KOTH. But a 80 man Exile server will run like a dream!
