There's a brightness and gamma slider so you can customize what you see. The game will tell you how to set it if you hover your mouse over it.
EDIT: Ah I was too hasty. You mentioned this doesn't change anything. Use your monitor's brightness settings, this might help for you.

I watched other peoples playthroughs and as you can see, it's a lot brighter with night vision for them. Yes I tried brightness and gamma. Maybe it's my moniter, but I hope it's not because I want to play like the guy in the video is playing, as it seems a lot better.
i need to do this everytime i start Arma3.
please follow EVERY step, even if it sounds strange.
-change the display mode to Windowed and back to Fullscreen again.
-now the ingame gamma and brightness sliders will work again, you HAVE TO move 1 of them to make it function.
(you NEED to move a slider, after that you can change it back to default position if you wish but the important part is that only then its working correctly)

you can also just Alt+Tab 2x and then move one of the gamma and brightness sliders.
