If you're wanting to play on a dedicated server, then the process i a little more involved, but your best bet is to use something like Tophe's Arma Dedicated Server Tool (TADST)[www.armaholic.com] which makes it a lot easier...

No, Evolv3 is still active. I can still use it to host some multiplayer servers with my friends.
You just need a spare computer with a decent cpu core and 4gigs of ram as recommended by BIS.
Total setup time, 5 minutes.

Port forwarding UDP 2302-2306 to the ip4 address of your computer is likely needed. As Upnp often does not work. Maybe VPN software like Hamachi works. But that requires all your friends to install the same. Portforwarding is only needed by the person hosting the server.
Yeah but some other time when i will get my pc setup ready
As for how to do that with your router? It's impossible to tell in general as each router has it's own kind of user interface and menus for each manufacturer brand is different. Even for some models. So you will have to look up the internet for some kind of manual or guide. Same goes for the password of the device or how you login to it. Sometimes there is a label on the device with that info. But good chance is the internet service provider changed the default password. Or simply doesn't allow you to do that. Then consider renting a Arma 3 server online.
