Buy a 4 core to play arma 3 is a waste a of money, buy a RYZEN with 6c/12t and you have a CPU for the next years.
Sadly the IPC means nothing in the Arma 3 MP you are bound to the server hw config your network speed and server population usually you have 45 fps in the most demanding scenarios.
With a good setup (RYZEN 1600/2600 + 3200MHZ ram) you can play 45-60fps most of the times saving a lot of money.
In SP I always get over 60 no issue. MP, 45-55ish range.
Just depends on the server, scripts, mods etc.
I think a higher core speed is better, being the game utilizes one core being it's an old engine.
No need for a fancy schmancy setup. I can play everything I have on ultra with some tweaking.
i3 8350k is much better price to performance for Arma

I'll be honest, if ARMA had actual multicore support Ryzens would be extremely competitive but it does not so they're lame. The fault is not with AMD but with ARMA and Intel is far more robust in the single-core department.
A fine choice. Make sure your motherboard and other components work with it.
