Under ACE you can still stand but you're going to walk on a limp until you're patched up through either basic supplies or a PAK depending on your specific ACE settings. Also, find a source on the "leg shots always", because there are arteries in your legs that will bleed a damn good lot if struck, making a lot of leg shots impractical not just for putting you down hard and fast, which the FBI's terminal ballistics studies demonstrated can only be done through a hit to the vitals, but also for taking you down nonlethally.
In reality, shot placement matters a lot more than caliber anyway. A 9x19mm to the central nervous system works a lot better than a 9.3x64mm to the shoulder if you want fast (sub 20 second) incapacitation, but in the heat of the moment a larger caliber will always have an edge over smaller ones that only grows larger as shot placement becomes worse. Arma's hitpoint model is admittedly unrealistic and as far as I know satisfies neither the "Hardcore" or the "Realism" camps' wishes.
Although, generally speaking, the entire terminal ballistics model - both against body armor and flesh, leaves much to be desired and is obviously in our specific context a stopgap for modded solutions of superior grade.

After thousand hour on that game i never see a player or an AI who survived to more than 5 hit if the game is vanilla.
If you need more than 20 bullet to die its because you use mods like ACE or script like AIS with a higher damage tolerance setting.

But yeah, in OFP they died after a shot, two, here they die after 5 or so. There was even a vid comparing that but I can't find it now.

Funny, considering rifle plates from the early 1990s outperform the stuff in Arma dramatically on all counts, but hey, a game is a game. Additionally, you'd think that the game being a bit futuristic would result in the development of better ammunition - but alas, the 5.56x45mm modeled in Arma III is vietnam-era M193. Might explain why it's a little wimpy in the armor and barrier piercing departments.
I do agree however. If you've got a problem with the game - mod it away.
Shot placement can and will result in grazes being failure-to-stop shots. I agree, however. The stock model is lacking.
