Spawn AI Manpower Cap failing?
I've set up a sector control mission with 16 playable AI, and set "Spawn AI" modules for both teams to give 16 additional AI per team to add to the atmosphere. The problem is that the manpower cap seems to not be working.

I have each team's AI cap at 16, but Bluefor seems to absolutely dominate and spawns like 20+ while Guerrilas spawn maybe 8. I figured having set each teams AI cap at 16 would mean that each team would spawn 16 AI and hault until they started dying.

I guess I'm just really confused as to how it works.

I just want 32 combatants on the field at all times, evenly divided 16x16 if that makes sense.

sorry be so late to awnser your question but as far i look into forums and the SLA + arma wiki the number for every soldier spawned depends on the equipament he brings like an AT soldier costs 2 manpower cap as a normal soldier costs 1

So its most of the time RNG to fix 1 team just overload the map i put serveral AI spawns for each side with a low manpower number so i can have a better handle in the situation i want to happen

its a workaround as i dont know if there a mod or anything
