Can I run this?
I looked at the System Requirements, but I'd like to be informed some more. My system Specs:

Nvidia Geforce 940MX 2GB of VRAM
12GB of (DDR4???) RAM.
Intel Core i7 - 6500U 6th Generation Quad-Core at 2.50GHz.
Windows 10 Home Edition

I also have an integrated intel graphics card, don't know if that really matters though. It's an Intel HD 520.

EDIT: I'd also like to run the game at a smooth 60+ FPS if possible.

With my GTX 970 I had ~50 FPS with MIDDLE settings. With my GTX1080Ti I have 60 FPS on HIGH. Ultra? Well, that's another kind of crazyness I'd like to experience for myself.

A friend of mine had the same GPU as you and he played the game quite a long time despite the fact that he only had 40 on HIGH. It's not fun.

I recommend saving up for a decent machine.

Well, to be 100% honest with you, I care more about Framerate than graphics. Would 60 FPS be possible on LOW settings?

I don't know because I never bothered with LOW settings. But I can try it with my work-laptop - which is an old piece of plastic. After I downloaded the game I'll give it a go.

Well I got some results from a website, System Requirements Lab. It Identified my hardware and stated that I can run this game well, as the minimum requirements only require 512MB of VRAM. I aced the Minimum requirements, but only meet some of the recommended requirements. I think I should be fine, if all else fails I can request a refund.

Why requesting a refund? Are you so tight on money? You could wait until you've got a decent machine.

Well, if I can't run it, I'd like to get a game that this PC is capable of running. I don't plan on upgrading anytime soon. When I do, I can just buy Arma 3 again.

arma is cpu based he don't give a ♥♥♥♥ about gpu... you need an i7 the latest possible if you can. Only the cpu. Your system is excellent but you need the latest cpu.
Oh, almost forgot: find a i7 with HIGH GHZ /////FOR EVERY CORE\\\\\ If your cpu has 2 ghz it's not good... you cpu need to be at high ghz. for example my cpu have 2.66 GHz but it's a crappy pentium n3540... 20 fps maybe 30 sometimes... at high. I have a 920m

If it helps any, my CPU automatically overclocks to 3.5GHz when playing a game.

You're not gonna get 60+fps consistently in multiplayer with those specs. You will most likely get 30 to 50 in Mp. Single player with everything turned down you might get 60 fps. I'm running a
Intel I7 7700 3.6Ghz
Asus Stryx Gtx 1060 6gb
16 Gb ddr4 2133 ram

And I get 60 fps consistently on Koth with everything turned to high. Ultra is about the same at 60 fps with some drops to mid 50s. All I can say is buying like you said try it, tweak the settings. If all else fails get a refund.

there are some i5s that are much better than i7s. ghz isnt everything and if you have a good cpu but a bad gpu you will get a bottleneck.

Well I ended up playing for awhile. Runs at a smooth 60FPS in less lush areas, and drops to 20-40 when in like a jungle setting. The only thing that bothers me is the skipping when zooming sometimes, and the intense lag when starting a game up. Other than that, the APEX Edition was worth the $23.
