How to see fps in arma 3?

You can't with just the game. Instead, download a free program like FRAPS.

Go Configure - Video Options. You will then see you frames.

turn the steam fps counter on in the steam settings

You can just do what Guybrush Threepwood said, no point in getting FRAPS for this game.

Either use Shadow play and activate the FPS Counter from it or go into the Steam settings and enable the FPS counter in the In-Game Tab. Cheers
