CSAT gear has really high armor?
I was testing if it still took several bullets to kill someone in the editor. Takes 3 shots with the spar 16 and 3 shots with the ak12 and 2 with the trg21.... That was killing a unarmed CSAT rifleman. I even took off his minimal armor vest and still had a hard time killing him. I then noticed when scrolling though ghili suits from the sniper dlc, that all of the CSAT suits have very high armor. CSAT anything has high protection vs NATO and CIV.

CSAT do have a high armour rating on their Gear, this is to go behinds arma kinda, semi futuristic approce to their war technology. Best approce to CSAT is using higher caliber arounds such as the NATO standard 6.5mm and 7.62mm rounds. This way a shot to the right place (mainly the head) will result in 1 shot kills.

CSAT never wears anything higher in vest armor than the tac vest unless it is changed by someone. So in turn, their uniforms have higher armor.

I saw a YT video on how one of the CSAT helmets can take 2 bullets from a 6.5 or something. Also, if someone on CSAT is wearing heavy armor you do more damage if you shoot them on the arms/legs rather than the body where most vital organs are.

They normally wear chest rigs so their uniforms have high armor, also their uniforms have pads and stuff on them.
