Hold left-click on the RCO, and drag it to the white spot on your gun.

EDIT] Position is key with Arma 3's system. Try all angles.
**your inventory menu shows your pack, helment, chest rig, weapon, radio, etc., that you have equipped on the right hand menu. Left hand menu shows what is in each pack that you select to open.
2)Then open your backpack, uniform, or chest rig (right hand menu, double click the backpack, chest rig or uniform icon at the top of the right hand menu - left hand menu shows what is inside the selected object/pack, look for the scope).
3)Once you find the scope in one of your packs on the left hand menu, drag it to the highlighted weapon slot on the right hand side menu.
You do the same thing to equipe a helmet or any other gear. This assums you have gear in your pack. If armoury, then open the armoury and drag/drop gear to the slots on the right hand menu.
PS: Yes, you need to watch some vids. Arma get's much more complicated from there. Play the campaign that comes with Arma. It teaches the basic key presses, and how to function in the game.

Som missions can block that ,,, do the test in virtual arsenal whit that weapon and scope.
I too struggled with this....WTF? I was dragging and dropping and nothing was happening.... then I 'got it'
Dragged the RCO on every available part of the gun but it does not install.
My mistake. Instead of Drag&Drop, I right-clicked the scope... and that seemed to automatically move it to the rifle. And back and forth. Tried this for such a long time.
But wait, actually no. While right click moves things to a free rifle slot. If not free then it just stuffs it elsewhere, like into your vest pockets. And that happens because there's already another scope on the thing so the slot is not free.
And then the scope is "gone", not in the crate, not on the rifle, and you have to realize on your own to check other item pockets and lo and behold, there it is hiding from yous.
