Do you mean character cards?

Drop them in this location: Koikatu\UserData\chara\female

Well, that is how you do it. If it's not working, you've messed something up with the installation/mods, or more likely, the character card files you're using are not from this game, but from another game such as maybe Koikatsu Sunshine.
