So, there are no official servers anymore.
You can install the HF Patch (free community mod pack), this should let you use community servers instead.
One of the Download buttons used the western servers for Steam. With the HF Patch installed, it adds another Download button which lets you access the japanese server. (but since the company doesn't exist anymore, both server are gone)
So, there are no community servers which you can access ingame. My bad!
What you have to do is use websites which offers character cards. There are also Discord servers for that.
I can't share any link since the Steam Support happily bans people for linking such content, so ... good luck!
Couldn't tell you exactly WHEN they shut servers down but it was well before they "Ceased operations" as IllusionGames for sure cause it's been at least 4-6 months since I noticed. They probably hijacked them to test the same features but for HC:CCP. They're essentially the same only one gave up all aspects of gameplay to focus solely on prettier visuals.
But that's neither here nor there. A others mentioned, the footwork is all up to the players now. Can't help you in any real way without earning a ban, though. It's even risky to like or comment here in case anyone decided to be a good fellow gamer and perform actions which, while following the SPIRIT of a community, may violate the ToS/ToU of steam. I'm speaking from direct experience BTW. was lucky I even got my privileges back...
It has nothing to do with offline mode. Only the servers are offline where you could get new character cards directly in the game (i.e. via Steam), now you have to do this via an external site.
As far as I know, you can always play offline.
