Yes there is a character creator.

With mods and plugins you have even more options in the creator. So if you want the full experience: Download and install the HF Patch. It's a free community mod pack.

Just downloand .png files from sites below, put these .png files to

Koikatsu Party\UserData\chara\female

folder and have fun!

(these .png files contain character's data for the game as well)

Don't forget to install HF patch anyway.

arguably, the game is a character creator, in the sense that the majority of its substance comes from creating characters
i would go so far as to say that for animesque characters this title has the single most powerful editor currently available short of learning how to use zbrush or maya

of course, when given all that power, what do people do with it but recreate already-existing characters from mihoyo's various (and crappy) mobage?
