Yeah, there is a mod called SliderUnlocker, which allows to set values outside of the standard range (0-100).
Oh, or Advanced Bone Modifier eXtended (KKABMX).

But maybe you want to take a look for the HF Patch instead, which includes over 9000 mods, updates and such.

Mh, game patch? You mean the Special Patch to get the Story Mode back? No, it is included in the HF Patch.
