Must be a bug.
I fixed it though, I added -windowed -noborder in the properties!
It also flashes a bit about doing a first-time install of DirectX 9.0c each time, though it doesn't appear to install anything.
Adding "-windowed -noborder" to the launch options in the game properties does seem to make the failure go away.
I took the command-line options back out, launched it, no problems. Launched it a second time, and it crashed during launch, with a System.ObjectDisposedException on ResolveTexture2D in Microsoft.Xna.Framework.Graphics.GraphicsDevice.ResolveBackBuffer.
