I know you did the XNA already, but give it a shot again this way.
What are your system specs? There aren't any real limitations, but I'm grasping at straws here.

Just to be sure, go to the start menu an type dxdiag and press enter. That will give you information about your system. Please post the processor and memory info here so that I can confirm that this is the issue.
I'm now thinking it might have something to do with your graphics driver. You have all of the necessary libraries installed, and it can't be a hardware issue since you have ran it on the same hardware in the past.
Let me know what your Intel Graphics Driver version[www.intel.com] is. Also, please tell me the entire name of your CPU that was next to "Processor:" in dxdiag.
