spain and france land battle ( custom battles)

I wanted to know if it already allows you to play custom land battles with France and Spain. I know that at first you could only play naval battles with these factions. I'm talking about custom battle
Will more custom land battles be added ( all factions )? I wanna be able to play land battles without having to go through the campaign.
