Report a translation problem
I created a Steam support ticket as I'm guessing there's a problem on their side, I doubt it's game-specific at this point:

I put an image on IMGUR below and shared this with Steam support, but I believe that there's a background task called "UpdatingDRM" that Steam is launching but is failing with an error code "10", for XCOM EU, Civ 5, AVP (2010) and likely other games, when you are a Windows 10/11 seeing the hanging "Updating executable":

p.s. I closed my 2K games ticket because the AVP game is published by SEGA, I no longer believe it's a 2K issue.
I also have w10 and everything is updated. I hope it is not a problem with W10 or 11 either.
