I verified game cache it still happened.
Look into your GPU settings and disable any automatic features the gpu driver is applying to AvP.
May need to try reinstalling AvP and following up with verifying when it's done.
No I gave up on it.

Interesting so its not j ust me then.
I have the game on xbox 360 / xbox series x
But I would rather play the PC version in DX11 + Stereoscopic 3D
The 360 version is 30 fps using DX9
When opening the game it asks if you want to run DX9, DX11 or just AVP.
I changed the DX11 Option to just running the game (No DirectX Version selected)
As layman as I am, I have no idea if that affects the game graphics very drastically but it got it working, so...
Edit: If your game doesn't ask you that when running, go to its properties from steam game list and on general tab look for "launch options"

As far as I can tell, the tessalation and anistropic filtering settings either do nothing or are heavily nerfed in the normal launch version, but beats not being able to play more than 5 minutes
