The AvP multiplayer population has been low for years. Sometimes there's nobody in the dedicated servers but usually there's people around. You can jump right in but it's not a healthy population size; there's not much choice of which server you want to join because people only play on the same 2-3 servers ever. Latency is often an issue since players all over the globe are jumping into whichever 2 servers have population.
If you're looking for AAA quality multiplayer with a sprawling playerbase and anti-cheat it's not here but there's no other game out there like AvP2010 and likely won't be for a looong time since Disney recently canned two projects.
