How to get into the church's basement?

How to get into the church's basement? I expect to find the Tomte for the Tomte Talk achievment there, but I canno't find a way.

You need to climb the bell tower, and cut the rope/vines that hold the bell up. When it falls, it will break a hole in the floor, that you use to enter and exit the basement area. If you do not have a way to cut the bell down yet, you have not progressed far enough yet, or you have missed an item you need to pick up. And no, this is not where you will get the Tomte Talk achievement. That takes place in the water-wheel building/basement.
