If it is the former, I made a guide on how to download, setup and configure AMS2 to use crew chief last night. Didn't went into voice commands yet, but I might add it once I got around to setting that up.
Anyhow fwiw here's the guide.

after you have CC installed click on properties enable voice command macros
then click help then voice recognition then command macros then scroll down to PCARS2 follow those instructions if you run into a hiccup post your question or visit the CC forum.
Regarding your question, you have to edit the strategies. I usually have one I call "tires only" and another I have "fix everything", and another called "Fuel only".. etc..
I am assuming you have your strats set up or at least one to test with, what i had to do because of my southern slang and voice tone I had to adjust the settings on the properties page "min trigger word confidence" in the recognizers to 0.1. your getting there it sounds like :-)
As regards fuel, I just found out today that I do not need a strat for fuel. If i select a strat and then say " add fuel 20 litres" it appends that to the pitstop strat I selected. And if i think I want to change it I just say add fuel 5 litres and it auto clears the 20 and changes to 5. I've been using CC in race room, so I'm trying to drill down the differences in AMS2.
