Can't chat.

I picked the game up October 9th and have a level 24 melee and a level 26 ranged
both of which I think have greater then 3 hours played and still can't chat.

You might want to think about pumping the brakes on your attitude though. You talk about elitism but you haven't even finished 1 steam game you own, You should start with Kotor because you have that above 80% complete and then dealers choice after that because the rest of your games are below 50% completion rate. Coming into a thread acting like MMO's are hard... It's not the 90's and early 00's anymore.

No ego, Just shocked at your stupidity. "Mods" you mean hacks? Because steam and many steam games support Mods both first party and community created ones, You've seen SteamWorkshop and sites like NexusMods and ModDB right? Probably not honestly, Doubt you know what CurseForge or Overworlf are either TBH. You say you like RPG's but I don't believe you, You tapped out before 3 hours in Dragon's Dogma you don't even have 50% on Skyrim, You also don't have a single souls like game. This happened to me too and then it unlocked after a month. I'm not sure if level matters. Just how long it's been since you first started. And I think they want you to wait a month before you can use chat. I'm not 100% sure tho.
