the differnces are greater if you dont prefer to play solo old legagy servers can only merged one last time their market prices are broken beyond imagination.
new servers are different depending on population prices are less insane inflationated but maybe just because there is almost nothing valuable on sale.
if you have an emphty char slot on your account you need to join with freshstart but also need to continue with the old on legacy.
next season will only count if ags will relase new content beside timegated pvp diversion.
remaining legacy fate needs a lot of none nasty surprises than almost the entire last year.
at worst a new toon would be able to make more quests than an existing one.
players should split their account between old and new servers if possible to be prepared for good surprises.
