The DLC ads a lot. Higher level cap, redesigned old area that is gated off without it, more quests, dungeons, more faction everything, a new weapon, artifacts, etc.
Get the DLC at the current sale price. The game is a blast to play for the first 60-80 hours or so. More if you decide to max all weapons and skills.
Really the problems don't start coming out till you realize there is no real end game and crafting is useless at the cap. I am super upset at how they destroyed crafting and fishing at the cap. It's basically useless. Instead of giving us more options and ways to play, they basically force you into an incredibly boring PvP grind or grinding the same PvE dungeon over and over.
As for the DLC price, so far I've found the cheapest price on Steam. In the past I've used G2A and InstantGaming quite much (and those I trust!) but at least I did not find them selling cheaper DLC key for my (Finland/EU) location... if you know please tell!
I still have quite a bit of horror memories from the launch period. So many bugs, not working features and exploits causing e.g. player market to be shut down regularly for long times and the Faction vs Faction warfare being exploited in all ways imaginable etc.
But I remember loving how immersive the world in NW was, IMHO best in any MMOs so far, it felt alive. I thing I spent most of my time cutting down trees and gathering other crafting materials, listening the wonderful soundscape as I ran around....
A bit *jokingly*: Have they implemented swimming yet?:) During the launch many dungeon groups failed and disbanded often because players taking a short cuts, through some inside water pool, got drowned not finding a way up from the pool anymore :P It was quite hilarious actually <3
The game is a lot less buggy than what I recall at launch, and even better on the console. Plus they added a ton more waypoints for easy travel. Combined with the mount, this was a phenomenal change.
Lol actually yes, you can swim now. I remember the same thing, not implementing swimming at launch and then taking over a year to do so was stupid.
As for your other comments, the PC still has a botting problem. I found and reported a few without any action taken. It is much better on the console (selecting a console only world), which is where I play now.
Sadly.... Exploiting is still a thing, and will forever be a thing likely.

Not worth it? wtf you talkin bout
Am I upset they gutted crafting and fishing? Yes.
Am I upset that they took a part of the map away from us and locked it behind a paid expansion? Also yes.
Gatekeeping mounts behind the expansion is also an odd move... But I still play on PC (sometimes) and am loving the game on Xbox (console only world). So I won't be complaining too much.
This was a much better investment and use of my time than Dragon Age the Failguard, which I thankfully was able to return.
Exactly my feeling, especially because of releasing a DLC before actually fixing many advertised and key features first.. I'll test it now with the base game first to see my feeling how it is now..
Oh, for sure. Especially for taking an area away from us, revamping it, and re-releasing it while DLC gating it. Won't be buying an Amazon game ever again at launch.... But lots of basically necessary things in the DLC.
How does faction warfare work these days? I remember it being buggy constantly being exploited where possible and nearly always leading to situation with one faction dominating all or most of the map then skyrocketing all fees/taxes sup and only having upgrades only for few of the towns and the some... all related ill-effects.
