They did not add servers yet.
One of the executives at AWS said in an interview about New World that construction of the data center in Jakarta will be completed soon (later this year or early 2022) and that AWS "stands ready" to support New World's expansion to the Asian market whenever they're ready. "Insiders" said this means that game servers will be online in Jakarta shortly after the data center is completed.
Its also not 'fraud' in any normal definition of the word.
Just because you(or your gov't) CHOSE to say its 'fraud' doesn't mean its so.

14+ out of 27 of the posts in this thread are related to china or responding to posts that do. More then a few people have been caught on these forums demanding SEA servers from china before they like you starting hiding their profiles.
企图冲出鱼塘倔强挣扎的大地 is a prime example of this with his giant thread.
I never said all SEA players but a very large amount do come from china. And if your willing to break the rules and lie just to play the game. Odds are you going to be doing the same within the game. Something most of the gaming community does not want.
Now you may say "well they are going to do it anyway" and that may very well be true. But what you do not do is drop a server on their doorstep to reward that kind of behavior. More so when they are committing fraud against your company.
For those SEA players that are not trying to pulling shady ♥♥♥♥. We know they have plans for servers is SEA. Within what would be a reasonable time after release from a western developer. Look at the time frame of Lost Ark being release in the west by the same company in comparison. I am not waiting for Lost Ark but if i was i would be pretty pissed if I had to wait a year or more for it to be localized and SEA players got New World localized at release.
Aside from following the rules set out by amazon there is no regions locks. So you can play the game at release like every one else if your willing to deal with the ping. Then as the SEA community request transfers once closer servers are available. Or wait till servers in your area are ready. Something that western players have had to do for years.
