It's buy-to-play, you only have to purchase the base game to play. You can buy the DLC and/or premium battlepass but those are optional. I have not heard anything about AGS changing the business structure to pay-to-play/monthly subscription. Console-players will obviously have to pay for their respective online services but us PC players do not have to worry about that.

*EDIT* The DLC is currently optional, but you will need it to play New World: Aerternum on October 15th. Not sure why exactly that's changing but it is.

Don't know where you heard that, but this is not the case. It is as AerobiCidE said, on consoles you'll need PS+ or Game Pass (any tier).

Some countries do have a subscription fee iirc. Germany for certain: https://www.newworld.com/en-us/news/articles/open-beta-details "An online subscription is not required for either platform to participate in the Open Beta, with the exception of players in Germany on PlayStation 5."
