Ever since the the game came out you always wanted to play on popular server and not switch after that. Not being able to play on a new server with your leveled char is kinda industry standard. Also in WoW you can not switch to new servers and have to start new.
Character slot is nice but afaik NW was always a one char for everything type of game unless you were heavily invested in Guild Wars and needed more than one character.

3 months tops and server population will be like it is now only the legacy servers will get merged. There are games coming out this fall and winter and NW will fade like a summer squall. Console players attention span being what it is.
