Quests have armour and weapon rewards, usually pretty decent. The Trading Post has basic (Tier 1 or II, and grey junk) weapons for just a few gold, and gold is easy even at low level because you can sell resources you gather on there, too. You can even make your own, relatively quickly in comparison to other games. If/when you join a Faction you can get weapons and gear off its "store", but as a literal brand-new player you'll have to level up in order to use Factions. It won't take long though.
Faction tokens, expeditions (dungeons), crafting, and main story quest I think but the main story gear isn't that good, and some named items from mobs
