Help - Knight Regent Jin-Jae

No idea where to go but during the main quest, I am supposed to talk with Knight Regent Jin Jae but i cannot find this person at all. I go to the location the map directs me too and nothing... is this a bug? i have already reset the quest multiple times and it is stuck at this point.

There used to be a bug where the quest person is invisible but you can still interact with them.
Are there other players at the location? If not, maybe you are at the wrong location.

I saw other players at the location but i think they were also looking for the NPC. I will try again today.

On the map, it points me to this farm area where an event takes place and i have to guard supplies. I go into the keep where it directs me and there is no one in there.

Alright dude I figured it out. Its just a visual glitch of where she is on the map. You need to go to Prydwen and talk to her in the big castle (like near where the community board is). Found her in there, talked to her, and the quest updated.
