Is heartrune quest bugged?

I did main story quest along with brimstone and nothing showed up. I know where it’s supposed to be but see nothing.

I don’t have the dlc

brimstone is DLC thing

Brimstone is not DLC, but Heartrune is. The quest will only pop up when you are level 62 and far enough in the story

Did they change that? Because I swear I had this unlocked before the angry earth dlc came out.

And without the dlc I’m capped to 60.
