Cursed Hoards missing in the free-for-all zone?

Anyone else not able to find the Cursed Hoards in the free-for-all zone? I was using the interactive New World map to locate them and watched a YouTube video that showed the location of one. I ran around last night to multiple locations, including the one depicted in the video, and there was nothing there. Am I supposed to advance some quest line first in order for them to appear or do they randomly spawn in certain locations and I was just unlucky? I appreciate hearing if anyone else has had this experience. Thanks! :)
