Did they fix magic finally?

When i played way back during closed and open beta, I remember using the magic; the effects were so lacklustre and bad. The ice gauntlet felt like a water gun

That's personal preference so only you will know if you like it. Magic weapons take a long time to level up and get to a strong state but they are pretty nice if you like the niche. Not an immediate gratification for sure. You can use all the weapons in the game on the same character and many drop so you can check it out. Combat probably would feel much better to you at this point but there again, personal preference.

I dislike magic because it slows you down every time you cast. I don't mind being slowed down when casting, but that 1-2 second afterwards where I am bogged down is annoying.
