Int gem on rapier and elemental passives

Hello has anyone tested how much more damage an int gem will give a rapier for a int rapier build? I also have a question regarding some passives does the 15% elemental damage passive from int effect elemental dmg on a weapon with a elemental gem on? Also does the ultimate chill passive from ice gauntlet effect the damage on other weapons if it has a frost gem. You can kinda see where im going with this and why im asking xD
