To which zones and in which order do the main quests take you?

Hi! I started out in Everfall, did several quests in Windsward and occasionally had to enter Monarch's. I'd just become a soulwarden (activated the soulgem) and that fisherman told me to go to First Light to speak with the leader of the Covenant. Does the main quest line take you there skipping Cutlass Keys? I've already started questing there. Thanks!
