Because new world is unoptimized as hell. You can listen fanboy fellas sweeting at every corner, but risk your PC life, or just forget the game, which is dying anyway. People already lost their SSDs, PSUs and graphic cards. There is a reason why new world is constantly loosing players. Your choice.
Im running 1440p high settings 145 fps
It's odd playing for 30+ years and new world is the only game where it's a problem.

I've played a huge amount of games in my life, and I never had to do this in another game but New World.
So in 30 years you had never played a 3d game that would use the gpu before New World ?

Im not talking about fan spinning.
Im talking about the game suddenly spinning my fans for max capactiy without reason and then go back down. Like airplane mode.
What's happening is that your GPU is overheating, and it might be overheating because of the unlimited framerate. The power draw is insane, and NW doesn't really look after user hardware by default. Most other games do (mainly by limiting the FPS to the refresh rate), so you don't really notice it.
NW had this issue at launch where it was melting GPUs and the solution afaik was to simply limit the framerate.
Also I would check if the GPU is properly mounted and if the heat isn't causing issues like melting the board at the weak points, whether cables are properly seated, etc. Lots of common issues on the 40 series - great chips on garbage boards. Across the board.
Keep in mind you don't see frames that go above your monitor's refreshrate anyway, so it'll be fine to limit the game to that. It'll probably fix your issue.
