Can't join a faction.

So I'm level 64-1/2. I remember early game getting the option to join a faction and decided to wait. I wen't back today so I could play the DLC and I cannot join a faction. All three faction givers just have button that says "ok" and no option to join. In my BIO the faction page says "continue the story to join a faction", again aim very far into the story, level 64.

Any suggestions?

Future reference in case someone needs it, you have to go to the enclave to join, not in the town if you passed on the missions.

So none of the Faction quest starters in Everfall show up on your map?

Everfall has the starting points, 1 in town, 2 outside of town. Find the Faction Rep for the first part. They are all parts at first.
