Also, like others have said, lots of new players around so it's probably the best time to get into it. You can start by getting the base game which is pretty cheap right now and then see if you think it's worth getting the new dlc.
If you intend to get the base game(despite the pages and pages of issues people have been expressing(not the just general criticisms), then there's no sense of urgency marketing you need to impose on yourself to get the dlc. Just play the game until you hit 60 to decide if it is for you or not and then get the dlc to progress further. Only other thing you really would not get is the mount or that one weapon access early which is wholly unnecessary to get. Weapon skills for example can be leveled at any time.
